Human resource development
Most OVC work involves provision of services for OVC; OVC services are complex and dynamic therefore it is critical to develop a pool of qualified, capable and experienced human resources. Equipping individuals with the understanding, skills and access to information, knowledge and training enables them to perform effectively. CBOs have inadequate capacity to develop sustainable human resource management systems because of a myriad of factors that are inherent to services provided by a small core of staff and a large pool of volunteers. MTF facilitated development of human resource management systems for MTF and implementing partners.
Organizational development
Management structures, processes and procedures, not only within organizations but also the management of relationships between the different organizations and sectors is a major challenge for CBOs. They often do not consider improvement of their institutions as a priority area. The efficiency of their institutional processes is dependent on the people they have. There is a need for NGO/CBOs to develop strong and adaptable service delivery systems that can withstand global, regional, national and local shocks and minimize risks. MTF/CBOs reviewed current capacity and organizational development and strategically positioned these organizations to sustain services beyond current funding. Most salient issue is that MTF/CBOs have an important function of stewardship of community funds and therefore require sound policies and systems to improve their services and align their programmes to best practices.
To this end MTF aims at assisting organizations to review their financial and accounting policies and human resource policies to align them with mandatory standards and best practices; develop a mentoring plan to strengthen policies and systems.
